Can I just use the backup/restore pepper instead of phpmyadmin when I move hosts?

No, Backup/Restore is an internal system, it does not export the data you need to transport to the new server.
Hi,
I noticed that you can only backup your database via save file(in phpmyadmin). If you export as a sql dump, and copy and paste it, it won’t work.
