i like to know by disabling (not uninstalling) panes from various peppers, will this decrease server cpu load and database access time & load? in other words, just by disabling the pane display, it does not mean that data are not being collected or written the the mint database, so how much performance saving will this gain?

This will result in no performance gain as the data is still recorded. Unless you have a serious addiction to your stats Mint spends much more time recording visits than displaying them to you. To see any benefits from truly disabling a Pepper (and not just it’s pane) you must uninstall the Pepper.
